Insert the wire rack into position 2. Set the oven to Broil, High, for 5 minutes and press Start to preheat. Meanwhile, continue to the next step.
Place the garlic powder, cumin, coriander, onion powder, chili, salt and zest in a bowl and mix to combine. Remove 2 teaspoons of the spice mix and set aside.
Place the steak in the roasting pan and brush both sides with half the olive oil. Sprinkle both sides with the spice mix to coat.
Once preheated, place the pan in the oven, adjust the time to 8 minutes and press Start. When there is 3 minutes remaining on the timer, turn the steak over and continue broiling. Meanwhile, continue to the next step.
Place the onion, pepper, reserved spice mix and remaining olive oil in a bowl and toss to combine. Set aside.
The steak is ready when a meat thermometer inserted into the thickest part reads 140°F for medium-rare. If you like your steak more well-done, broil it a little longer. Transfer the steak to a plate and allow to rest in a warm place.
Adjust the oven to Air Fry, Super Convection, 425°F, for 12 minutes, enable Rotate Remind and press Start to preheat.
Place the vegetables in the roasting pan. Once preheated, place the pan in the oven and air fry for 12 minutes. When the Rotate Remind signals, stir the vegetables and continue cooking.
The vegetables should be tender. If not, air fry them a little longer.
Move the wire rack to position 4. Place a 12-inch cast iron skillet in the oven to heat. Adjust the oven to Air Fry, Super Convection, 400°F, for 6 minutes, enable Rotate Remind and press Start. Meanwhile, continue to the next step.
Once the steak has rested, slice against the grain into ¼-inch thick slices.
Add the steak and lime juice to the vegetables and toss to combine. Stir in the cilantro.
Place 2 tortillas on a cutting board and sprinkle with half the cheese. Top with the steak mixture and sprinkle with the remaining cheese. Top with the remaining tortillas and brush with 1 tablespoon vegetable oil.
When the oven signals, add 1 tablespoon oil to the skillet and swirl to coat the base. Add one of the quesadillas and air fry for 6 mintues. When the Rotate Remind signals, rotate the skillet and continue cooking.
The quesadilla should be crisp and golden underneath. If not, air fry a little longer. Carefully remove the quesadilla from the skillet and transfer to a plate. Repeat with the remaining oil and quesadilla.
Cut the quesadillas and serve with lime and sour cream.
